2.05.4 (2) RECLAMATION TIMETABLE <br />CEC is intent on the discontinuation of coal mining operations at the Keenesburg Mine, <br />and the continued progression of the site to serve instead as an ash and mine waste rock <br />(A/MWR) disposal facility. This transition is an integral part of the reclamation process. <br />The area previously referred to as A -Pit, and the access roads (formerly haul roads) to A - <br />Pit have been fully reclaimed. Other areas, including the south end of B -Pit, are in <br />various stages of reclamation. The Evaporation Ponds which were located in the <br />northwest comer of the Permit area, and the Tipple facility formerly located in the <br />northeast part of the Permit area were removed and reclaimed by 1995. CEC has <br />completed the reclamation of virtually all areas not directly related to the ongoing <br />A/MWR disposal/reclamation operation in B -Pit. <br />In the past, annual A/MWR disposal rates, approximately two (2) acres (average) per <br />year are backfilled and graded in the pit disposal area. However, placement of topsand on <br />such small areas constricts normal heavy equipment movement. CEC has determined that <br />when an area of approximately 10 acres has been backfilled, it is then ready for <br />topsanding, fertilizing and final revegetation seeding. CEC has demonstrated that this <br />opportunity normally occurs only once or twice during each 5 -year permit renewal <br />period. The remaining acreage to be reclaimed and seeded is approximately 102.22 acres <br />in the mine permit boundary. <br />CEC has been granted a variance on performing contemporaneous reclamation for the B - <br />Pit area until March 2021. This variance may need to be extended for additional time <br />periods, depending on the continued rates of A/MWR disposal and the extent to which <br />the "air space volumes" dictate further disposal activity to achieve the final reclamation <br />contour configuration for the site. Based on agreement between CEC, CDMG, Weld <br />County Department of Health and Colorado Department of Public Health and <br />Environment, memorialized in Technical Revision 32, the East Perimeter Ditch, the West <br />Perimeter Ditch and Sediment Pond 2 have joined the previously approved Dugout Pond <br />as "permanently" retained surface features following mine closure. <br />CDMG is formally apprised of the status of reclamation activities at the Keenesburg <br />Mine through the Annual Hydrology and Reclamation Report (AHR Report). This report <br />is prepared and submitted by CEC by the end of February of each year, unless otherwise <br />agreed. The report addresses the previous calendar year's reclamation, and includes <br />(among other things); a vegetation monitoring report, copies of ash sampling analyses, a <br />disposal activities report, a mass balance calculation and a summary of reclamation <br />activities. <br />117 06/16 <br />
