2.05.5 Post Mining Land Uses <br />(2) After the reclamation activities described in Section. 2.05.4, Tab Section 14 are <br />completed, most of the lands affected by surface operations and facilities within <br />the permit area will have been returned to their original pre -mining condition, <br />which, as described in Section 2.04.3, Tab Section 4, was "fish and wildlife <br />habitat" according to Rule 1.04(71)(h). The fish and wildlife land use will be <br />achieved by reclaiming the lands to approximate original contours and the <br />establishment of a diverse, effective and permanent vegetation cover. <br />Remaining lands will be converted to industrial/commercial land use as described <br />below. <br />The South Portal, including the top of the roadside refuse disposal area, was <br />converted to commercial use (PR -3 & TR -68) for a fruit storage, packing and <br />retail sales location, and is now owned by Providence Place Inc. (PPI). Since <br />2005 PPI has been using the warehouse and shop on the upper level as <br />equipment and material storage, the lab building is being used as the sales <br />location, the cafeteria on the lower level houses a refrigeration unit and package <br />area, and the block lab building on the lower level is used for material storage. <br />The top of the Roadside South Refuse Disposal Area and the open ground on <br />the lower level was left open to allow for additional equipment and supply <br />storage, parking and access. Appendix 15-1 shows the minor site plan and <br />approval by the Mesa County Department of Planning and Development. <br />The overland conveyor south of 19110 road was converted to industrial use for <br />the Union Pacific Railroad (UPRR) and Xcel Energy (TR -57). Since completion <br />of reclamation and revegetation of the overland conveyor in 2004, the UPRR's <br />employees and contractors continue to use this area for access to the rail for <br />maintenance and to store materials and equipment when repair jobs are being <br />performed. This area was removed from the permit application package by <br />TR -62. <br />The unit train loadout and portion of the railroad spur and overland conveyor <br />corridor, north of 19/10 Road, was converted to industrial/commercial use. <br />Halliburton commenced and achieved the industrial/commercial land use. The <br />site is being used by Halliburton as a support facility for the western oil and gas <br />fields. Appendix 15-2 shows the minor site plan and approval by the Mesa <br />County Department of Planning and Development and other related documents. <br />This portion of the property was removed from the permit application package by <br />TR -62. <br />The Operator has sold all of its surface land holdings west of the Colorado River <br />to The Town of Palisade. The Town of Palisade, in conjunction with the <br />Colorado Division of Parks and Wildlife, will be developing the land as a <br />commercial, multi -use sport shooting facility. It will formally be called the Cameo <br />Sports Shooting and Outdoor Education Complex (Sports Complex). See Table <br />3-6 for right of access information. <br />PR -6 15-1 Rev 10/16 <br />
