We note that CDRMS considers that there was completed <br />backfilling, grading, and drainage reestablished on 16 drill pads and 6 temporary access roads having a <br />combined 12.27 acres, and that it was all completed prior to September 2016. On November 1, 2016 <br />Desty Dyer participated in a joint CDRMS, OSM, BLM, and Bowie inspection which included the <br />only 2 drill pads on BLM managed surface. <br />We have determined that of the 12.27 acres the lands managed by the BLM total approximately 2 acres <br />while the remainder was on private land. The coal mined was a combination of private owned by <br />Bowie Resources and federal mineral estate managed by the BLM. <br />The acres included in the bond release area had improvements that served their useful purpose and <br />were no longer necessary since the coal reserves had been mined out and the mined out workings had <br />been abandoned. In addition, the reclamation appears to be properly carried out as reported. <br />Because the reclamation has been shown to be successful the BLM has no objection to the Bond <br />Release.
