<br /> TR-108 proposes a modifications to the Collom Haul Road.

<br />Dear Mr. Tobias:
<br />
<br />The Division of Reclamation, Mining and Safety hereby issues notice, in accordance with Title 34,
<br />Article 33, Section 116, Paragraph 4, of the Colorado Revised Statutes, that on January 18, 2017 an
<br />application to revise coal mining operations at the Colowyo Coal Mine was considered complete
<br />for the purposes of filing. The revision was submitted by Colowyo Coal Company L.P.. All
<br />review and comment periods as provided in the Act and the R egulations in itiate from this date of
<br />filing.

<br />TR-108 proposes a raw water pipeline alignment from the Wilson Reservoir directly adjacent to
<br />the existing raw water pipeline, a temporary facilites area to support developement of the Collom
<br />Haul and Facilities, two new sediment ponds, access roads to support mine development, some
<br />additional topsoil stockpile locations for the Collom Haul Road, a minimal increase in the p ermit
<br />boundary, a revised disturbance boundary for construction of the Collom Haul Road, an elevated
<br />crossing design of Maffat County Road 51 per the request of Moffat County, and a revised
<br />cumulative bond schedule. The applicant is proposing additional surface disturbance outside of
<br />the area currently approved for disturbance.
<br />
<br />The surface coal mining opera tion is on land located approximately 28 miles South of Craig,
<br />Colorado. The permit area is further described as follows:

<br />All or portions of Sections 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 14, 15, 16, 17, 18, 19, 20, 21, 22, 28, 29, and
<br />30 in Township 3 North, Range 93 West; Sections 7, 13, 15, 16, 17, 18, 19, 20, 21, 22, 23, 24, 26,
