(Bowie Resources its proposing to make a significant change to its current mining
permit (Permit INo.. G-1996-083) through a "routine" technical) revision application
(TIR-110).(Bowie appears to be proposing to construct what amounts to an oil)
refinery and possibly a new power (plant. lBowiie's proposal) is to construct a coal)
gasification facility on iits lBowiie No.. 2 coal) rnine siite..
As stated iin the company's application, the facility, knovvin as a "IDAX101M Plant,"
"W11 be used to convert coal) imirne waste to synthetic gas which its then used either
to generate ellectiricall power or diesel/fuel) oil.." The project proposal) envisions fiive
coM gasification units operating 24 hours a day, arid each capable of processing
of 72 tons per day of coal) rnine waste,, The plant would be built wheire the lBowiie
#2 IMiine's cllean coal) stockpile iresiides, after that stockpile its depleted.
Such a facility WOUld represent a dramatic change within Bowie's permit boundary,
potentially turning a coal) irnining operation into a hydrocarbon refinery facility. A
refinery is a very intensive, complicated, iriislky endeavor and at the end of the day
it's a very different operation from coal) irnining.. This is INOT a Teclhriicall
Revision. What's amore, there appears to be little to no information dernonstrating
that IBowiie W11 effectively protect public Iheallth and the environment consistent
