A check iin It has corne to my attention that lBowiie Resources, (JLC is proposing to turn their <br />-the (box !is required iiin order current Bowie No.. 2 coM mining site into a coal) gasification plant. 1I allso <br />to sulbinnit -the -form -to -the understand that the technology being proposed its experiential) and "patent <br />IB IL M. pending". <br />(Bowie Resources its proposing to malke a significant change to its current mining <br />permit (Permit No. C.-1996.-083) through a "routine" technical) reviisiion applliication <br />(TIR.-110).. lBowie appears to be Iproposiing to construct what amounts to an oil) <br />refinery and possiblly a new power plant. lBowiie's proposal) is to construct a coM <br />gasification facility on iits lBowiie INo.. 2 coM mine site. <br />As stated iin the company's application, the facility, known as a "1DAX101M (Plant," <br />11 W11 be used to convert coM mine waste to synthetic gas which its then used either <br />to generate electricM power or dieseIA6 oil.." The project proposal) envisions fiive <br />coa11 gasification uniits operating 24 hours, a day, and each capable of processing <br />of 72 tons per day of coa11 mine waste.. 'The plairA would be built Where the lBowiie <br />92 Mine's Glean coM stockpile resides, after that stockpile its depleted. <br />Such a facility would represent a dirarnatic change within Bowie's permit boundary, <br />potentially turning a coa11 irrniniing operation into a hydrocarbon refinery facility. A <br />refinery is a very intensive, complicated, iriislky endeavor and at the end of the day <br />it's a very different operation'from coM mining. This is NOT aTeclhnicM <br />Revision.
