(TIFF -110)„ (Bowie appears to be Iproposing to construct what arnounts to an oil)
refinery and possiblly a new power pliant„ IBowiie's proposal) is to construct a coal)
gasiifiicafiion facility on iits IBowiie INo„ 2 coal) uniine siite„
As stated iin the company's application, the facility, knovvin as a "IDAXIICIIM (Pliant,"
"wiillll be used to convert coal) imine waste to synthetic gas which its then .used either
to geneirate ellectricall power or diesel) /fuel) oil)„" The project proposal) envisions fiive
coal) gasiification units operating 24 (hours a day, and each capable of processing
of 72 tons per day of coal) irnine waste„ The pliant wound be built wlheire the IBowiie
