As stated in the company's application, the facility, known as a 1DAX101M Plant," 'W11 be
used to convert coal) miine waste to synthetic gas whiich its thein used either to generate
electricall Ipovver or diiesell/fuel) oil.."'The pr9jecL proposal) envisions fiive coal) gasification
units operating 24 hours a day, and each capable of Iprocessiing of 72 tons per day of coal)
mine waste. The plant would be buiillt where the Bowie #2 IMiine's clean coal) stockpile
resides, after that stockpile its depleted.
Such a facilifty wound represent a drarnatic change within lBowiie's permit boundary,
potentially turning a coal) miiniing operation into a lhydrocarboin refinery facility. A refinery is
a very intensive, complicated, irisky endeavor and at the eind of the day it's a very different
operation from coal) mining. This its INOT a TechnicM Revision. What's amore, there
appears to The little to no information dernonstraflrig that lBowiie W11 effectiivelly protect public
health and the environment consistent with Colorado coal) mining regulations.
1I am particularly concerned over the impacts that the proposall W11 have on water, and air
quality, access to publliic lands and waters, fish and wildlife, on public (lands in the airea,
and on the agrarian character and quality of lliife of the INorth IFork Valley. 1I respectfully
request that IDIRIMS require 19owie Resources, ILILC to submiit the appropriate Permit
Revision application and holld a public hearing on the proposed plainL
