It was submitted from the following page: http://www.citizensforahealthycommunity.org/bowie-coal-
gas if ication-plan L -proposal -comment
Please Dear Director Brannon,
checlk -the
(box (bellow It has come to my attention that lBowiie Resources, ILILC is proposing to turn their current lBowiie INo.. 2
!if you coal) mining siite into a coal) gasificatiion plant. 1I allso understand that the technollogy being proposed is
agree to experinneintM and "patent pending"..
-the
following lBowie Resources iis proposing to make a significant change to its current mining permit (Permit No.
letter. A G-1996-083) through a "roufline" teclhnicall revision application (TIR-110). Bowie appears to be
checlk In proposing to construct what amounts to an oil) irefinery and possibly a new power plant. lBowie's
-the (box !is proposal) its to construct a COM gasification facility on iits (Bowie INo.. 2 coal) mine site..
required iin
order -to As stated iin the company's application, the facility, known as a "DA7C10M Plant," 'W11 be used to
sulbirnit -the convert coal) mine waste to synthetic gas which its then used either to generate ellectiricall power or
-form -to -the diesel/fuel) oil.." The project proposal) envisions five coal) gasification units operating 24 hours a day,
IB IL M. and each capable of processing of 72 tons per day of coal) mine waste.. The plant would be Ihuiillt
where the lBowiie #2 Mine's clean coal) stockpile resides, after that stockpile its deplleted..
Such a facility would represent a dramatic change within lBowiie's perrnit boundary, potentially turning
a coal) mining operation iinto a hydrocarbon refinery facility. A refinery its a very intensive,
coirnplicated, iriislky endeavor and at the end of the day iit's a very different operation'from coal)
mining. This is NOT aTeclhnicM Revision. What's moire, there appears to be little to no iinformatiion
derrionMrafling that Bowie W11 effectiivelly protect publliic health and the environment consistent with
Colorado coal) mining regulations.
1I aim 1pailiicullarlly concerned over the impacts that the proposal) 41 Ihave on wateir and aiir quality,
access to public lands and waters, fiish and wildlife, oin public (lands iin the area, and on the agrarian
character and quality of lliife of the INortlh Fork Valley. 1I respectfully request that IDIPINIS require 19owiie
Resources, ILILC to submit 11he appiropiriate Permit Revision application and Iholld a Ipublliic Iheariing on
the proposed plant.
(Date Decembeir 10, 2016
Narne 'Troy Shenk
hftps:llmail.google.com/mail/b/5ll/ul0/?ui=2&ik=deb7fOcd2O&view=pt&search=inbox&th= 158fe8f73db3b2e5&siml= 158fe8f73db3b2e5 1/3
