Such a facility would represent a dramatic change within lBowiie's perrnit boundary, potentially turning
a coal) mining operation iinto a hydrocarbon refinery facility. A refinery its a very intensive,
coirnplicated, iriislky endeavor and at the end of the day iit's a very different operation'from coal)
mining. This is NOT aTeclhnicM Revision. What's moire, there appears to be little to no iinformatiion
derrionMrafling that Bowie W11 effectiivelly protect publliic health and the environment consistent with
Colorado coal) mining regulations.
