Bowie Resources its proposing to malke a significant change to its current mining <br />peirirnit (Permit INo.. C.-1996.-083) through a "routine" technical) revision application (TIR.- <br />110).. Bowie appears to be proposing to construct what amounts to an oit refinery and <br />possibly a new Ipoweir plant. lBowiie's IpiroposA its to construct a coal) gasification facility <br />on iits Bowie No.. 2 coat irnine site.. <br />As stated iin the company's applliication, the facility, known as a "1DAX101M Plant," "willlt <br />be used to convert coat mime waste to synthetic gas which its then used either to <br />generate electricat power or diesel/fuet oil.."The project proposat envisions fiive coat <br />gasification units operating 24 houirs a day, and each capable of processing of 72 Loins <br />per day of coat irriine waste.. The plaird would be Ibuiillt w1heire the Bowie #2 Mine's cllean <br />coat stockpile resides, after that stockpile its depleted. <br />Such a facility would represent a dirannatic c1hainge within Bowie's perinit boundary, <br />potentially turning a coat mining operation iinto a hydrocarbon refinery facility. A <br />refinery is a very intensive, complicated, risky endeavor and at the end of the day iit's <br />a very different operation from coat mining.
