A check iin It has come to my attention that lBowiie Resources, ILILC is proposing to turn their <br />-the (box !is required iiin order current lBowiie No. 2 coal) mining site into a coal) gasification plant. 1I allso <br />to sulbirnit -the -form to -the understand that the technology being proposed its experiential) and "patent <br />IB IL M. pending".. <br />Bowie Resources its proposing to make a siignificant change to its current mining <br />1permiit (Permiit INo.. G-1996.-083) and potentially dupe the public through a "routine" <br />technicM reviisiion application (TR. -110).. Bowie appears to be proposing to <br />construct what amounts to an 61 refinery and possibly a new power plant. <br />Bowie's proposal) is to construct a coal) gasification facility on iits Bowie No.. 2 <br />coal) imiine siite.. <br />As stated in the company's appllication, the facility, known as a "DAX10M Plant,' <br />IW11 be used to convert coal) mine waste to synthetic gas which its then used <br />either to generate ellectriicall power or diiesell/fuel) oil.." The project proposal) <br />envisions five coal) gasification units operating 24 hours a day, and each capable <br />of Iprocessiing of 72 Loris per day of coal) mine waste.. The plant would The built <br />where the BOWie 92 Mine's clean coal) stockpile resides, after that stockpile is <br />depleted. <br />Such a facility WOUld represent a dramatic c1hange within lBowiie's permit <br />boundary, potentially turning a coal) irrniining operation into a hydrocarbon refinery <br />facility. A irefiinery its a very intensive, complliicated, riisky endeavor and at the end <br />of the day iit's a very diirty operation. This its NOT a TeclhnicM Revision.
