Bowie Resources its proposing to make a siignificant change to its current mining
1permiit (Permiit INo.. G-1996.-083) and potentially dupe the public through a "routine"
technicM reviisiion application (TR. -110).. Bowie appears to be proposing to
construct what amounts to an 61 refinery and possibly a new power plant.
Bowie's proposal) is to construct a coal) gasification facility on iits Bowie No.. 2
coal) imiine siite..
As stated in the company's appllication, the facility, known as a "DAX10M Plant,'
IW11 be used to convert coal) mine waste to synthetic gas which its then used
either to generate ellectriicall power or diiesell/fuel) oil.." The project proposal)
envisions five coal) gasification units operating 24 hours a day, and each capable
of Iprocessiing of 72 Loris per day of coal) mine waste.. The plant would The built
where the BOWie 92 Mine's clean coal) stockpile resides, after that stockpile is
depleted.
Such a facility WOUld represent a dramatic c1hange within lBowiie's permit
boundary, potentially turning a coal) irrniining operation into a hydrocarbon refinery
facility. A irefiinery its a very intensive, complliicated, riisky endeavor and at the end
of the day iit's a very diirty operation. This its NOT a TeclhnicM Revision. What's
imore, there appears to be little to no information demonstrating that Bowie W11
effectively protect public health and the environiment consistent with Colorado
coal) mining regulations.
1I am 1partiicullady concerned over the impacts that the 1piroposall W11 have on water
and air quality, access to publlic lands and waters, fish and wildlife, on public
lands in the area, arid on the agrarian character and quality of (Bite of Llhe North
Fork Valley. 1I respectfully request that DIRMS require lBowiie Resources, ILILC to
