RECEIVED <br />JAN 0 9 2017 <br />January 2"d, 2016 DNISION OF RECLAMATION <br />� <br />Dear member of the Division of Reclamation Mining & Safety, FhINING AND SAFETY C" S <br />I am writing to express my concert regarding the project titled 2016-0192 Cup C Road Gravel Pit ZD,! <br />Conditional Use Permit. The project would be located in Grand Junction in an agricultural area. The O'"J <br />proposal is to build a cement and asphalt plant as well as increase gravel transport to 400 trucks per day c <br />through a residential and agricultural area. <br />There are multiple problems with the proposed project. The first is the decrease in home value that will <br />occur. There is no other industry in the area. Building a cement/asphalt plant in the area and increasing <br />heavy truck usage on the road will cause home values to plummet. Homeowners do not deserve to <br />loose such value on their property. Many of the homeowners in the area have lived there for decades. <br />The second is the quality of life for the residents in the area. Many of the residents have been longtime <br />homeowners and are retired or nearing retirement. If this project is allowed they will have to hear400 <br />heavy trucks per day going down the road as well as be exposed to pollutants and noise pollution. <br />Imagine sitting outside on a nice day only to have 400 heavy trucks going by. Residents will also have <br />their beautiful agricultural area view destroyed by an industrial project that does not belong in the area. <br />Bikers that provide tourism dollars ride through this area on a regular basis to enjoy the beauty and <br />quiet of the area. They would not appreciate the scenery of an industrial plant or the navigation of <br />heavy trucks. As I write this letter a new subdivision is being built in the same area of the cement and <br />asphalt plant and increased heavy truck use would occur. Children would be at risk of injury and <br />pollutant exposure living so close to such industrial activity. <br />Another issue is the proper use of fertile land. If this project is permitted land that can be used <br />agriculturally will be torn up for years. The land and air will be subject to pollution risks and poorer air <br />quality. The proposed project is near the Colorado River which could lead to pollution of that important <br />water source. Agriculture is a major part of the economic growth in Grand Junction with wine, peaches, <br />peppers, and many other crops grown successfully each year. Why use this area when there are other <br />areas that are not as fertile? <br />The last issue is the point that the area they desire to build the cement and asphalt plant in is not <br />industrial. As mentioned there is agriculture and residential land surrounding the proposed project <br />area. There are many industrial areas throughout the county that are open and available for the <br />cement/asphalt plant. Some are developed and not in use and others could be easily developed. This <br />would avoid the eyesore, pollution, and noise of a cement/asphalt plant in the area.
