Harry Ranney of CDMG collected aerial photos of the load out on 12/30/2019. The <br />photos were evaluated and comments noted by Janet Binns of CDRMS on 1/6/2017. This report reflects <br />observations based on the aerial photos. <br />BACKFILL and GRADING – Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Stabilization of Rills and Gullies <br />4.14.6: <br /> No additional activity appears to be occurring regarding reclamation of the rail loop. Snow cover appears <br />undisturbed on the remaining footprint of the rail loop. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> Both ponds, Truck Loop Pond and Train Loop Pond were visible in Photo 2. Both ponds are snow <br />covered. The train loop pond does not appear to be holding any water, as vegetation is present in the bottom of the <br />pond. The truck loop pond contains a frozen pool of water. Ditches visible in the photos appear intact. Dry creek <br />appear frozen. <br /> <br />ROADS – Rule 4.03 <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br /> The Tie-across Haul road has been plowed in the vicinity of the former facilities area. No vehicles were <br />present on the roadway at the time of the aerial photos. <br /> <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br /> The load out site is inactive. No apparent reclamation is occurring on the rail loop during the winter <br />months. The site is snow covered with no apparent activity.
