At the west end of the Morgan property, the Bench 1 material from Cut -99B will be stockpiled in <br />non-topsoiled areas of the Morgan property to the east of the mining. This is to ensure that all <br />Bench 1 material excavated from the Morgan property is also backfilled onto the Morgan <br />property. Since the mining cuts on the west end of the Morgan property are the end of mining on <br />the Morgan property, the Bench 1 material from Cut -99B will have to be split between Cut -99B <br />and Cut -98B. This can be seen on Attachment 2.05.4(2)(c)-7. <br />Special Handling of Bench 1 Overburden on Morgan Prime Farmland Per the request of <br />the Morgan Family and Dave Berry from the DRMS, WFC will special handle "all" the <br />weathered sandstone and shale strata's (Bench 1 spoil) in the 0- 40 feet range of the undisturbed <br />surface back onto the Morgan property. This Bench 1 Spoil will be placed on the upper portion <br />of the finished graded backfill, just under the topsoil lay down zone. This special handling was <br />started June 2010 and will continue just through the Morgan property. <br />Thin and Thick Overburden. <br />The New Horizon 2 permit area does not meet the requirements of either the thick or thin <br />overburden as shown by the following calculations: <br />103.96' maximum stripping depth <br />79.93' average overburden <br />7.94' Combined Upper and Lower Dakota <br />At the average stripping depth <br />79.93' overburden <br />+ 7.78' coal <br />87.71' material excavated <br />at 15% Swell <br />1.15 x (79.93) = 91.92 material replaced <br />91.92'/87.71' = 1.048 of the initial thickness <br />Therefore, the 0.8 requirement for thin overburden and the 1.2 requirement for thick overburden <br />are not met. <br />At the maximum stripping depth <br />96.02' overburden <br />+ 7.94' coal <br />103.96' material excavated <br />Revised January 2016 (TR -70) 2.05.4(2)(c)-4 <br />
