Haul roads at the mine site will be designed with appropriate ditches, grades and culverts to <br />control erosion and runoff. All haul roads will be constructed basically "on -grade". Topsoil will <br />be removed and stockpiled in accordance with New Horizon's topsoil salvage plan. The location <br />will be partially limited by the grades of the existing or post mining areas. Stream fords will not <br />be used during construction of roads unless approval is first obtained from the regulatory <br />authority. The existing and proposed haul road profiles and typical cross section are shown on <br />Maps 2.05.3(3)-8. <br />4. Design and Construction <br />The design of the haul roads incorporate the demand for mobility and travel efficiency, based on <br />the geometric criteria appropriate for the anticipated volume of traffic, weight and speed of the <br />vehicles to be utilized. The design and construction or reconstruction of haul roads not within the <br />estimated disturbed area will be certified by a registered professional engineer, if required by the <br />DRMS for good cause shown. <br />Should haul roads not within the estimated mining disturbance areas be necessary, they will be <br />designed and constructed or reconstructed in compliance with the following standards in order to <br />control erosion and disturbance of the hydrologic balance. <br />The vertical alignment of the haul roads will not exceed 10 percent on the overall grade. <br />Maximum pitch grade will not exceed 15 percent, and there will not be more than 300 feet of <br />pitch grade exceeding 10 percent within any consecutive 1,000 feet. <br />The horizontal alignment will be consistent with the existing and post -mining topography and <br />will be coordinated with the vertical alignment to ensure that the roads will not cause excessive <br />environmental damage. <br />Road cut slopes will not be steeper than 1v:1.5h in unconsolidated material or 1v:0.25h in rock. <br />Embankment fill slopes will not be steeper than 1v:1.5h, except where embankment material is a <br />minimum 85 percent rock. Embankment slopes will not be steeper than 1v:1.35h unless it has <br />been demonstrated to the regulatory authority that embankment stability will result. The <br />minimum safety factor for all embankments will be 1.25. <br />All vegetation material and topsoil, as determined under 4.06.2, will be removed from beneath <br />the design roadbed, shoulders, and surfaces where associated structures will be placed, and will <br />be stored in accordance with 4.06.3. <br />Page 2.05.3(3)-20 January 2016 (TR -70) <br />
