1 Herbaceous production adjusted by subtracting annual/biennial plant production in excess of 10% of the
remainder. Production by noxious weed species is not collected.
90 percent of the 2014 production standard =
0.90 [0.244(1525.6)+0.489(778.0)+0.240(833.6)+0.027(627.5) = 872.7 lbs/acre
As can be seen, the 2014 BRB-1 mean allowable herbaceous production of 2257.2 pounds per
acre (Table 3) far exceeded 90 percent of the production performance standard of 872.7 lbs/acre.
The average annual and biennial sampled 20124 BRB-1 production was greater than 10 percent
of total herbaceous production only in the sagebrush and steep mountain brush types and
therefore an "excess" annual/biennial production deduction was made for these two types.
Production by noxious weeds was excluded and introduced annual grasses were deducted.
The 2014 BRB-1 allowable herbaceous production exceeded 90 percent of the production
performance standard but sample adequacy was not demonstrated in either the reclaimed or the
reference areas (minimum of 30 samples - see Tables Cl and C4 in Attachment D). Therefore
reclamation success for Phase III is demonstrated by passing a one sample t-test of the "reverse
null" hypothesis (CDMG 2005 revised rule, 4.15.11 (2)(c)). The 2014 BRB-1 production data
were first evaluated for normality of distribution using the Shapiro-Francia test (see Table 2 and
accompanying discussion on page 31 of the Vegetation report in Attachment D). This test was
not passed. Following a square root transformation of the data, the test was passed. Hypothesis
testing was conducted using square root transformed data for both the BRB-1 production data
and the production technical standard.
A one -sample t-test of the "reverse null" hypothesis of the assertion that the 2014 BRB-1
allowable herbaceous production is indistinguishable from the weighted average Reference Area
allowable herbaceous production is as follows (transformed data are square roots of oven -dry
gm/0.5sq.m. data):
Y — (0.9 = technical standard)
tcalc =
)
SL -6 - 16
