PERMIT#: M-2016-076 <br /> INSPECTOR'S INITIALS: ECS <br /> INSPECTION DATE: December 28,2016 <br /> OBSERVATIONS <br /> This was a pre-operation inspection conducted by Eric Scott for the Division of Reclamation Mining and Safety <br /> (DRMS). DRMS met with permittee consultant Andy Rodriguez at the site entrance at approximately 9:30. <br /> The site is accessed from the west side of Weld County Road 25 approximately 1.6 miles north of the <br /> intersection of WCR 25 and Highway 18. The majority of the proposed permit area is currently agricultural <br /> land. Three issues were observed during the first pre-op inspection requiring resolution, and this inspection <br /> was conducted to verify the placement of the adjusted/revised permit boundary markers. The issue of missing <br /> on-site and adjacent structures has been addressed in the adequacy response submittal. The last issue noted <br /> (temporary housing, vehicles/trailers, miscellaneous refuse and non-mining related activity present within the <br /> permit boundary) will not require a follow up inspection, but should be resolved prior to the commencement <br /> of mining activity at the site. <br /> The revised permit boundary markers were surveyed in and consisted of steel T-posts with red flagging (Photo <br /> 2). The permit area is now 96 acres. Several major utility lines, primarily gas lines, were also marked in the <br /> field. Care should be taken by the operator to permanently establish the permit boundary using fencing or <br /> other permanent markers to correspond to the observed markers. The operator will also need to <br /> appropriately mark all mining setbacks from all utility and gas/oil structures prior to excavations in that mining <br /> cell. <br /> As discussed at the first inspection, this application is now subject to the approval process for a 112c <br /> application with objections unless the objection is withdrawn. Permit approval cannot be issued at the DRMS <br /> staff level and will require a hearing by the Mined Land Reclamation board.
