<br />8 <br /> <br />Supplemental AM-11/11.1 Adequacy Responses Received October 3, 2016 <br />A. Vol. I, Exhibit U, Project Description. Reclamation of the Chicago Tunnel/Proper <br />Adit areas. The response is not adequate. The response references a short paragraph <br />on p. 12-12 at the end of Section 12.4.2 that describes reclamation in a general <br />sense stating reclamation will be completed in a manner similar to other portions of <br />the Cresson Project and that “surface features” will be dismantled. There are a variety <br />of surface features in the Chicago Tunnel/Proper Adit area. These include potentially <br />historic buildings (at both the tunnel and adit sites), more recent structures (such as <br />shops and storage structures), and the proposed temporary rock storage pad (reference <br />drawing in Attachment 5 of the September 2016 response to adequacies). Which, if <br />any of these structures are to remain? If the potentially historic structures are to be <br />dismantled, has this been discussed with the State Historical Preservation Office? <br />There are multiple roads in the area. Are they all to be reclaimed? How does Teller <br />County’s CCMOD and Historic Buffer affect the reclamation plans? Please describe <br />specific reclamation plans for the area and how, if appropriate, it differs from the <br />current approved Chicago Tunnel/Proper Adit reclamation plan. The reclamation <br />plans should include specifics for the closures of the Chicago Tunnel and the Proper <br />Adit in addition to other disturbances such as ponds and roads. Pursuant to Rule 6.4.6, <br />the expected physical appearance of the affected land and portrayal of the proposed <br />final land use for each portion of the affected lands shall be shown on the Reclamation <br />Plan Map (Exhibit F). <br /> <br />RESPONSE: At this point in the planning process CC&V does not propose constructing <br />additional permanent buildings at the Chicago Tunnel underground mine area but rather <br />intends to bring in temporary buildings to serve as an office and change house. These <br />temporary buildings will be removed once work is completed at the site. Reclamation of <br />the potential additional buildings is included in the reclamation cost estimate submitted <br />with the original Amendment 11 permit submittal. The historic structures in the vicinity <br />of the Chicago Tunnel were surveyed by SWCA as part of the historic resource survey <br />conducted pursuant to the Teller County land use permit. A copy of the historic resource <br />survey will be submitted to Teller County as an attachment to the MDP application, a <br />copy of which will be provided to the Division. At this point, the historic structures in the <br />area will remain as is. If there is a need to relocate or remove these structures, Newmont <br />will work with the state historic preservation office, Teller County, and the City of Cripple <br />Creek to identify a suitable plan for documentation and/or relocation. <br />The existing structures will be reclaimed as is specified in the current Chicago Tunnel/ <br />Proper Adit reclamation plan. This information can be found on pages 22 and 103 of the <br />Reclamation Cost Estimate in Appendix 11, Volume IV of the Amendment 11 submittal. <br />Existing, non-historic buildings will be dismantled and removed as scrap. Foundations <br />will be broken, buried, compacted, and covered with growth media and revegetated per <br />the Reclamation Plan. Roads that existed prior to 1980 will remain in place. New roads <br />constructed pursuant to Amendment 11 will be reclaimed. Stormwater structures,
