<br />3 <br /> <br />depicted on Drawing C-4b. <br /> <br />RESPONSE: The Division is correct that the original Table 5-4 stated stockpile <br />1A/1B contain an estimated capacity of 92,000 cubic yards. A corrected Table 5-4 <br />shows stockpile 1A/1B as having not yet been constructed. In addition, the estimated <br />capacity of Stockpiles 1A/1B increased to 222,000 cubic yards of topsoil material <br />based on expected top soil stripping. This is consistent with correct top soil volume <br />used in the reclamation cost estimate, which had not been updated in Table 5-4 when <br />Amendment 11 was submitted. Drawing C-4b, Revision 3, indicates Stockpile 1A will <br />contain 116,000 cubic yards and Stockpile 1B will contain 106,000 cubic yards. The <br />addition of 130,000 cubic yards of material, from topsoil stripping yet to occur, to <br />Stockpile 1A/1B may potentially increase the east side of the stockpile footprint by <br />approximately 50 feet. Viewing the scale of 1 inch = 1,000 feet in Drawing C-4b the <br />change would be approximately 1/20 of an inch. Due to this negligible difference in <br />stockpile footprint, CC&V updated only the text for Stockpiles 1A/1B to reflect what is <br />stated in updated Table 5-4, which is included in Attachment 2. <br /> <br /> 13. Response to Adequacy Item 13 is inadequate. <br />The response to Adequacy Item 13 states that the slopes steeper than 2.5H:1V which <br />will blend surrounding topography or create irregular landforms are conceptual and it <br />is premature to identify the location of these slopes on Drawing F-1. The Division <br />cannot approve a conceptual idea that is not discussed with specific details in the <br />Reclamation Plan nor specifically identified on the Reclamation Plan Map. Please note, <br />as this concept is finalized in the future and specific details can be provided, the <br />Applicant must submit a request to modify the approved Reclamation Plan to allow <br />portions of reclaimed slopes to be steeper than 2.5H:1V to blend the topography and <br />create irregular landforms. <br /> <br />RESPONSE: CC&V will maintain slopes at 2:5H:1V for reclaimed areas. If future <br />plans indicate a steeper slope is more beneficial for habitat creation in some areas, <br />CC&V will submit a revised reclamation plan to the Division for review and approval <br />prior to the steepening of any slopes. <br /> <br />14. Response to Adequacy Item 14 is inadequate. <br /> <br />The response to Adequacy Item 14 states that the practice of rock plating reclaimed <br />slopes is conceptual and it is not possible to indicate the location of these on Drawing <br />F-1. The Division cannot approve a conceptual idea that is not discussed with specific <br />details in the Reclamation Plan nor specifically identified on the Reclamation Plan <br />Map. Please note, as this concept is finalized in the future and specific details can be <br />provided, the Applicant must submit a request to modify the approved Reclamation <br />Plan to allow rock plated slopes. <br /> <br />RESPONSE: Prior to final reclamation, CC&V will submit an updated reclamation <br />plan showing locations where rock plating will occur. <br />
