The weather was mostly <br />clear. The ground was mostly covered with snow. The NECC representative who participated in the inspection <br />was Vince Massarotti. <br />EXCESS SPOIL and DEVELOPMENT WASTE – Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />The overall shape of the DWDA#2 looks good, but there are many rills on the sides. <br /> <br />The subsoil storage area has been regraded to remove the large hole in the middle. <br /> <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Pond 001A was holding water but not discharging. <br /> <br />At Pond 007A, equipment was on site for pumping water to Pond 006A, although it was not operating at t he time <br />of the inspection. The pond was holding a large amount of ice and water but not discharging (apparently the gate <br />valve was shut). No problems were seen with spillways or embankments. <br /> <br />Pond 08 was not discharging, and the ice and snow were well be low the spillways. No significant issues were seen <br />with the pond structures. <br /> <br />No problems were seen on the bank between the SAE that includes Topsoil Stockpile #2 and the river.
