Cunningham, P.E., Environmental Protection Specialist <br /> CC: Division 1 Office, District 23 Water Commissioner <br /> FROM: Sarah Brucker, P.EJ!6 <br /> RE: Trout Valley Ranch, File No. M-2016-080 <br /> Applicant/Operator: Brannon Sand and Gravel Company LLC <br /> Sections 2, 3, 10, and 11, Twp 10 South, Rng 77 West, 6th <br /> P.M., Park County <br /> CONDITIONS FOR APPROVAL <br /> ® Exposure of ground water must not occur during or after mining operations. <br /> ® The proposed operation will consume water by: ® evaporation, ® dust control, <br /> ❑ reclamation, ❑ water removed in the mined product, ® crushing and screening, ® wash plant. <br /> ® Prior to the construction of a well to provide water for such uses, the applicant will need to obtain <br /> either a gravel pit or other type of well permit, as applicable. However, prior to obtaining a permit, <br /> an approved water supply plan or decreed plan for augmentation is required. <br /> ® Prior to approving a well permit, the applicant must conduct a field inspection of the site and <br /> document the locations of all wells within 600 feet of the permit area. The applicant must then obtain <br /> a waiver of objection from all well owners with wells within 600 feet of the permit area or request a <br /> hearing before the State Engineer. <br /> ® If surface water will be used at the site, the applicant will need to document that any such water was <br /> obtained from a legal source, or was diverted in priority under a water right decreed for such <br /> mining/industrial use. <br /> ® Any storm water runoff intercepted by this operation that is not diverted or captured in priority must <br /> infiltrate into the ground or be released to the stream system within 72 hours. Otherwise, the <br /> operator will be required to make replacements for evaporation. <br /> COMMENTS: The subject application is for a surface mining operation on 472.3 permitted acres located <br /> approximately 1 mile south of Fairplay, Colorado. The primary commodities to be mined at the site are sand <br /> and gravel. The site is proposed to be reclaimed to its current use of rangeland upon completion of this mining <br /> operation. <br /> AU mining under the current permit will take place above the water table. The depth to ground water at the <br /> site is estimated to be 25 feet below the ground surface. A 5-foot deep recirculation pond is proposed to be <br /> located onsite.
