section and set forth in Attachment 13-11, Stock Tank Typical Designs. Stock tank T-18 was constructed in <br />1998, T-20 in 2001, and T-5 in 2004. These stock tanks were constructed under the supervision of Roy <br />Karo (SCC) and were constructed and have been maintained in accordance with the methodology <br />presented above and set forth in Attachment 13-11, Stock Tank Typical Design. <br />In lieu of a certified design inspection report for each of the existing stock tanks, SCC presents the following <br />discussion as a statement of compliance with Rule 4.05.9(14) and 4.05.9(15)(a) through (e) for the existing <br />stock tanks. <br />(a) All stock tanks are inspected frequently for any appearance of erosion, instability, structural <br />weakness or other hazardous conditions. The stock ponds are located so that there are no <br />potential safety hazard to downstream structures; therefore, if a failure did occur, there would be <br />minimal or no risk to human health and safety or property. <br />(b) All stock tanks are inspected at least annually and future stock tank structures will be inspected <br />regularly during construction. <br />(c) The depth and elevation of impounded waters are recorded during the annual inspections. <br />(d) Future stock tanks will be surveyed when constructed to ensure the storage capacity is within <br />allowable limits. <br />(e) Inspections will record the need for maintenance, if required. <br />Certified As-Built drawings for the existing stock tanks are included in the permit application package as: <br />• Exhibit 13-27.T1 <br />• Exhibit 13-27.T2 <br />• Exhibit 13-27.T3 <br />• Exhibit 13-27.T5 <br />• Exhibit 13-27.T18 <br />• Exhibit 13-27.T20 <br />• Exhibit 13-27.T22 <br />• Exhibit 13-27.T24 <br />The results of the annual inspections for the existing (and future) stock tanks will be included in the annual <br />pond inspection report and will comply with items (a) through (e) of Rule 4.05.9(15). <br />Stock Tank Stability. A generic stability analysis was completed to assess the stability of the embankments <br />forming the stock tanks. Instead of completing an analysis for each potential pond, a worst case scenario <br />has been evaluated. If the worst case scenario proved to be stable, then the other embankments with lesser <br />height and shallower slopes would be stable. <br />A force limit equilibrium stability analysis was completed using the SLOPEW software package. A <br />Morgenstern Price analysis was used in conjunction with a search routine to estimate the lowest safety <br />PR-05 10 Revised 01/06 <br />
