The weather was clear with temperatures hovering
in the low 70 degrees Farenheit. Records were inspected the following morning 17 November 2016.

The inspection included a visit to the Jansen loadout. Office discussions with Mr. Louis Head included
the establishment of a new reference area for Golden Eagle. Mr. Massarotti accompanied me throughout
the inspection of the site.

SEPTEMBER 2016 MAINTENANCE ITEMS
1. The west end of the New Elk site requires additional stream buffer markers.
2. Coal refuse and fines under the conveyor should be removed to the RDA to prevent movement offsite as
pointed out in previous inspections. NEEC removed what was pssible. Resolved
3. Coal residue remained at both ends of the Jansen Loadout conveyor system. Resolved
4. Numerous weed species appeared in prevalent numbers throughout the Janson loadout site.
5. The ring ditch D around topsoil #2 is ponding water. It was breached in last rain so monitor this and
build up the ditch to prevent breaching making sure to establish and maintain positive drainage to
prevent water ponding. Resolved
6. Rills forming on the eastern slope of the soil storage area. Resolved
7. Gully forming at the top of RDA on east side near the belt portal. Resolved with the exception of
hydroseeding.

NOVEMBER 2016 MAINTENANCE ITEMS
8. Willows that have grown up in ditches around the coal reclaim area (D58) should be removed during
the dry season and ditch stability assured.
9. Road to water tank requires grading.

INSPECTION:
SIGNS AND MARKERS Rule 4.02
o Disturbed area boundary markers (white stakes) observed were intact and appeared properly
placed at the New Elk site.
