Cedar Creek are presented as Exhibit 11 Item 1 and Exhibit 11 Item 2. Cedar Creek and Colowyo had
informal communications with CDRMS staff in 2005, and they deffered to the CPW to evaluate any
proposed scope of work for collecting appropriate baseline wildlife monitoring data for this permitting
effort. The CPW was consulted early in the process and provided guidance to Cedar Creek Associates,
Inc. with respect to the specific data to be collected, timing and accepted methodologies for data
collection. A copy of the letter from the CPW to Cedar Creek Associates, Inc/Colowyo approving the
proposed scope of work is found below.
