Cultural Resource Site Assessments for Collom Expansion Project Colowyo
1.0 UNDERTAKING/PROJECT DESCRIPTION
Colowyo Coal Company L.P. (Colowyo) is in the process of developing the Collom expansion
project (Collom). The expansion is located east of their current coal mining operations north of
the community of Meeker in Moffat and Rio Blanco Counties, Colorado. In 2005 Collom contracted
TRC Mariah Associates (TRC), through Maxim Technologies, to conduct a baseline Class III
cultural resource inventory as part of a coal leasing application filed with the Bureau of Land
Management (BLM) (Lowe et al. 2006). The inventory encountered 51 previously recorded sites,
73 newly recorded sites, and 69 isolated finds.
In 2015 Colowyo requested that Tetra Tech conduct cultural resource site condition assessments
for 15 of the 2005 recorded NRHP eligible or "Needs Data" sites. The assessments are the first
condition assessment for the sites since the baseline report (Lowe et al. 2006). Additionally,
Colowyo requested that Tetra Tech define High Potential Areas (HPAs) within Colowyo's
permitted disturbance areas for Collom. HPAs are areas that have a high potential for the burial
and preservation of cultural resources that could be impacted during mine related activities. Tetra
Tech utilized GIS -based suitability analysis to define HPAs.
Tetra Tech July 25, 2016
For Official Use Only* Disclosure of Site Locations Prohibited (43 CFR 7.18)
