Aerial photos were taken on December 1, 2016 at <br />approximately 12:00 pm. Brock Bowles reviewed the aerial photos. The weather conditions appear to be clear in <br />the photos as objects on the ground projected shadows. There was a light dusting of snow on the ground. <br />AIR RESOURCE PROTECTION – Rule 4.17: <br /> The coal stockpile is in place by the east haul road entrance (photo 1). With white snow on the ground, <br />there does not appear to be fugitive coal dust on surrounding areas at the time of the photos. <br /> <br />The water truck was parked under the water tank, presumably being filled for dust control. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> Pond 001 contained water. The east and west ditches appear to be in good condition. <br /> <br />Pond 002 contained a small amount of water in the north end of the pond. It does not appear the pond was <br />discharging due to the small amount of water. The north and south ditches appear to be in good condition. <br /> <br />GENERAL MINE PLAN COMPLIANCE: <br /> Overburden is being transported by haul trucks from the lower west part of the pit to the upper east side <br />and is being spread with a bulldozer. <br /> <br />The highwall has been reduced in length. The ends of the highwall have moved further away from the 2600 Road <br />on the west end and the 2650 Road on the east end(photo 3). The drill rig is drilling holes in the middle of the <br />mining area. <br /> <br />ROADS – Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3); Drainage 4.03.1(4)/4.03.2(4); Surfacing and Maintenance 4.03.1(5) and <br />(6)/4.03.2(5) and (6); Reclamation 4.03.1(7)/4.03.2(7): <br /> The haul road and access road appear to be clear and well maintained. <br />
