RULE 2 PERMITS <br />a shallow or deep soil, will be established in conjunction with the proposed post -mining land use. Areas <br />that require a variable topsoil depth replacement plan will be addressed through a Technical Revision to <br />the permit after approval of PR -02. Topsoil will normally be reapplied by hauling, in trucks, from topsoil <br />stockpiles or from areas where topsoil has been removed for mining advance, to the regraded spoil areas <br />and then redistributed with dozers. Alternate methods may also include placing topsoil on slopes with a <br />dragline followed by redistribution with dozer, or using a scraper to redistribute the topsoil. When <br />necessary to ensure replacement to the required depths, replacement depths will be staked on the regraded <br />spoil. <br />Reapplied topsoil will be left in a rough condition to control wind and water erosion prior to seeding. <br />Seedbed preparation, other surface manipulation practices, and seeding will be completed primarily <br />during the fall months. Contour furrows, approximately 4-12 inches deep at the deepest point and 20-36 <br />inches wide, which have been used on slope areas very successfully during the past years, will be used on <br />as needed to reduce erosion potential, conserve moisture, and maintain site stability until vegetation is <br />sufficiently established. The size of the furrows may be increased if necessary to control erosion, and the <br />distance between the furrows will vary, depending on each application. Small rock check dams may also <br />be used where appropriate to aid in control of erosion both prior to seeding and if necessary, after an area <br />has been seeded. <br />2.05.4 (2) (e) Reclamation Revegetation <br />Revegetation techniques described in Volume 1, Section 2.05.4 will be employed at the South Taylor <br />mining area. <br />2.05.4(f -h) Disposal, Mine Openings, Water and Air Control <br />These topics are discussed in the original permit starting at page 2.05-57. There will be no substantive <br />changes to the approaches already employed for these topics. <br />2.05.5 Post -Mining Land Uses <br />The reclamation plan described in Section 2.05.4 will be implemented to restore the proposed disturbed <br />areas associated with the South Taylor mining areas to the pre -mining use of rangeland. The proposed <br />land use of rangeland for these areas is identical to the pre -mining use. Specifically, Colowyo proposes to <br />reclaim the mined areas to a rangeland condition capable of supporting both domestic livestock and <br />wildlife. Other information relevant to this section can be found in Volume 1, Section 2.05.5. <br />2.05.6 Mitigation of Impacts of Mining Operations <br />2.05.6(l) Air Pollution Control Plan <br />Air quality will be protected in accordance with the procedures outlined in Volume 1. Air quality <br />information including the air permit are available onsite and can be review upon request.. <br />2.05.6 (2) Fish and Wildlife Plan <br />Procedures specified in the existing permit document starting at page 2.05-65 will be followed by <br />Colowyo to ensure minimal impacts to fish and wildlife in the proposed mining areas. At the conclusion <br />of the mining activities, disturbed lands will be restored in accordance with the reclamation plan. <br />Colowyo is continuously working with the regulatory community to improve habitat restoration practices <br />and minimize disturbances to fish and wildlife. <br />South Taylor/Lower Wilson— Rule 2, Page 78 Revision Date: 11 /18/16 <br />Revision No.: MR -163 <br />
