RULE 2 PERMITS
exempt from any construction specifications, since roadways within the immediate mining pit area are not
included within the code of Colorado Regulations Definition of "road" (Rule 1.04(111)).
In general, mining area truck routes are built with a crown, are ditched on either side for proper drainage,
have berms of at least axle height on outside (downslope) exposures, and only exceed grades of nine
percent for distances of less than 100 yards. Typical truck routes are from 75 feet to 120 feet wide, are
surfaced with sized crushed rock, and are maintained with motor graders.
In order to access the Section 21 Sediment Pond and the Section 28 Sediment Pond during construction
and to access these areas for routine monitoring and maintenance operations, the existing two -track
Sturgeon Road will be upgraded. See Section 4.03 for construction requirements and Map 25B for road
design information.
2.05.3 (4) Operation Plan — Ponds, Impoundments, and Diversions
To control runoff, and protect surface and ground water quality, Colowyo will construct several new
sedimentation structures and diversion ditches. The designs for these features are presented in Exhibit 7,
Item 20. All ponds, impoundments, and diversions are designed to meet or exceed the requirements of
2.05.3(4) and 4.05.6. All sediment ponds will be constructed and maintained in accordance with the
parameters mentioned in Volume 1, Section 2.05. Impoundments will be inspected quarterly as discussed
in Section 4.05.6.
2.05.3 (5) Topsoil
Prior to any mining related disturbances, topsoil will be removed from the site to be disturbed as
discussed in Volume 1, Section 2.05 (Topsoil Redistribution Plan) and Section 4.06 (Topsoil) and
redistributed or stockpiled as necessary to satisfy the needs of the reclamation timetable.
Topsoil will be removed in the permit area by large crawler mounted bulldozers, loaders or scrapers as
described in Volume 1, Section 2.05.3, Production Methods and Equipment.
The sequence and timetable for all topsoil redistribution and revegetation activities is found on the
Topsoil Handling Map (Map 2813). The overall life -of -mine topsoil balance is estimated in Table 2.04.9-
7. It should be stressed that these yearly figures are estimates and can only be useful as a general guide to
topsoil removal or replacement during any given year. In 2006, TR -62 was approved for the current
permit to modify topsoil redistribution depths. The revision also included a requirement to annually
report topsoil stockpile volumes. See Volume 1, Section 2.05 under the heading "Topsoil Redistribution
Plan". This commitment to provide topsoil volumes in annual report also applies to the South Taylor
Revision area covered under PR -02.
All yardage and acreage figures were calculated based upon the assumption that topsoil would be
removed in advance of mining activities as shown on Topsoil Handling Map (Map 2813). A buffer zone
will be provided between the area disturbed by mining and the area where topsoil has not been removed.
Mine development into the South Taylor area will require an initial boxcut, resulting in additional
stockpiling of topsoil. The stockpiling of topsoil will continue until all pit development has progressed to
its maximum extent. Portions of the permanent waste dumps are scheduled to be constructed to their final
grade and be available for final grading, topsoil replacement and revegetation during 2011-2012 are
shown on Map 29A. The areas available for final reclamation prior to mine closure consist primarily of
outslope areas. Topsoil to cover these areas will either be direct placed from areas of topsoil removal
activities or topsoil will be hauled from the topsoil stockpiles. Direct placement of topsoil will be the
South Taylor/Lower Wilson— Rule 2, Page 73 Revision Date: 11/18/16
Revision No.: MR -163
