Demonstration of Compliance Climax Molybdenum Company
With Regulation 41 Permit M-1977-493
4.0 EAGLE RIVER WATERSHED
Appendix A presents the data calculations for Climax POC wells in accordance with Section 5.1
of the WQMP. Data in Appendix B were reviewed in accordance with Section 5.2.1 of the WQMP.
With the exception of manganese, the wells show compliance with CBSG table values in the
Eagle River Watershed. Manganese has been observed at concentrations above the CBSG table
values at POC wells EVMW-3S, EVMW-3D, and EV-MW-004. A significant amount of
reclamation work and EPF construction has been performed in the Eagle River Watershed
(Sections T-1.2 and T-5.2.2 of the EPP) to protect water quality, resulting in an overall
improvement in water quality over time. Therefore, ambient levels for manganese can be
determined following a review of available information referenced herein which show levels
deemed representative of groundwater quality as of January 31, 1994. The following sections
provide supporting information for application of the CBSG Interim Narrative Standard to
determine or estimate existing quality as of January 31, 1994.
4.1 Potential Contaminant Sources and EPFs
The Eagle River Watershed is bounded on the east by 1 Dam, the western embankment of the
former Robinson TSF, and contains two fresh water reservoirs(Eagle Park and Chalk Mountain),
as well as Robinson Lake, which stores process water for use in the mill. Reclaimed process
water decanted or pumped from the TSFs is delivered to Robinson Lake via the Tenmile Tunnel.
As described in Section T-5.2 of the EPP, the following sources of contamination and EPFs are
present in the Eagle River Watershed:
■ A portion of the Robinson TSF. 1 Dam, which contains the tailing is considered an
EPF;
■ Robinson Lake(aka: Robinson Reservoir). Robinson Lake Dam is considered an EPF
as is the Robinson Seepage Collection system;
■ Robinson Dam seepage, controlled by the Robinson Lake Seepage Pump System;
■ Tenmile Tunnel and 1 Dam seepage. Tenmile Tunnel delivers water to Robinson
Lake. 1 Dam seepage is controlled by Warren's Pump System, which delivers
collected seepage to the Sludge Densification Plant and the water treatment system
in the Tenmile Creek drainage; and
■ 4 Dam (aka: Eagle Park Reservoir dam) seepage, controlled by the 4 Dam Seepage
Collection and Pump System, which returns collected seepage to the Robinson Lake.
Each of these sources has been present in the watershed for over 50 years. Both Robinson TSF
and Robinson Lake were constructed in the 1930s. 4 Dam was originally constructed in the early
1960s to impound tailing material from the oxide ore processing facility at Climax. Oxide ore
processing was discontinued in 1968 and the area was reclaimed in the 1990s.
December 2016 11
