PERMIT #: M-2013-070 <br />INSPECTOR'S INITIALS: SJM <br />INSPECTION DATE: November 9, 2016 <br />OBSERVATIONS <br />This was a normal monitoring inspection of the Liberty Mine; permit number M-2013-070. This site is located <br />about 5.5 miles southeast of Gateway, Colorado in Mesa County. I, Stephanie Mitchell of the Colorado <br />Division of Reclamation, Mining and Safety conducted the inspection. Mr. Michael Shumway, the operator <br />and Eric Eckberg of the BLM Grand Junction Field Office accompanied me on the inspection. <br />The permit area for this site is designated as 9.90 acres. The post mine land used designated for this site is <br />Rangeland. The proper mine identification sign was in place. Permit Boundary Markers were not in place, but <br />the Operator intends to place them if and when the mine goes into active operation. The site is not in <br />Temporary Cessation Status based on Rule 1.13.3(2). The permit has been issued, but the mining operation <br />has not commenced. <br />A steel mine entrance gate was observed. The closure is secure and will restrict access to unauthorized <br />individuals and wildlife. <br />No exposed groundwater was observed and no measureable amount is likely to be encountered based on <br />baseline hydrology collected for the site. <br />The vegetation on the site is diverse and consists primarily of Pinion, Juniper, Rabbit Brush and a variety of <br />grasses. <br />Photos that show the conditions observed during the inspection are included at the end of this report. <br />No problems were observed at this site. <br />Responses to this inspection report should be directed to Stephanie Mitchell at the Division of Reclamation, <br />Mining and Safety, Grand Junction Field Office, 101 South 3rd Street, Room 301, Grand Junction, CO 81501, <br />phone number 970.242.5025 <br />Page 2 of 5 <br />
