Mr. Brock Bowles -3- December 6, 2016 <br />Hole", and is apparently located within the ditch recently dug by Mr. Fontanari. A second is <br />labeled "Air Shaft", which is located east of the feature labeled "Sink Hole" on Appendix J. A third <br />is labeled "Rock Pile", and appears to be located directly south and a bit to the east of the feature <br />labeled on Appendix J as the "Air Shaft". Please confirm whether the "Air Shaft" identified on <br />Figure 14-17 of TR69 is the same feature as the "Air Shaft" identified in Appendix J of Mr. <br />Beckwith's comments (we believe it is). Please also confirm whether the "Rock Pile/Sinkhole <br />Surface Expression" identified on 14-17 of TR69 is the same feature identified as the "Rock Pile" <br />on Appendix J of Mr. Beckwith's comments (we believe it is not). <br />SCC: The yellow and red symbols on the Fugro April 18, 2016 Figure 2, labeled "Air Shaft <br />Location per Snowcap" and "Sinkhole/Surface Expressions", respectively are the same two <br />features identified on Figure 14-17 as "Air Shaft" and "Rock Pile/Sinkhole Surface Expression". <br />All features labeled on the "Fontanari Appendix J" provided by Mr. Beckwith are incorrect. The <br />"Air Shaft" identified in the "Fontanari Appendix J" is the "Rock Pile/Sinkhole Surface Expression" <br />identified on Figure 14-17. The "Fontanari Appendix J" does not denote the "Air Shaft" in the <br />correct location. The "Rock Pile", as labeled on "Fontanari Appendix J", is just that, a pile of rocks <br />and not a feature included in Snowcap's investigation. <br />2. DRMS: It is stated on "Page 3 of 7" of the August 23, 2016 report by Fugro to HBET that "Per <br />a mine representative, approximately 10,500 gallons of water was poured into depressions within <br />the ground. This was done to increase the electrical conductivity of groundwater pathways and <br />increase their detectability by the electrical survey. Approximately 8,500 gallons were poured into <br />the main depressions (sinkholes) within the trench where it turns to the west. Another 2,000 <br />gallons went into the rock pile feature below". "Below" refers to Figure 3 on "Page 3 of 7". Figure <br />3 is a photograph with a caption that reads "Figure 3 shows a backfilled sinkhole immediately <br />west of the buried 8 inch non-metallic water line. A metal marker post for the water line can be <br />seen in the upper left side of the photo". Please confirm whether the feature shown as Figure 3 is <br />the same feature labeled on Figure 14-17 of TR69 as "Rock Pile/Sinkhole Surface Expression" <br />(we believe it is). <br />SCC: Figure 3 of the Fugro August 23, 2016, report is the same feature labeled on Figure 14-17 <br />of TR69 as "Rock Pile/Sinkhole Surface Expression". <br />3. DRMS: On page 2 of his October 2016 comments, Mr. Beckwith states that "In the interm, the <br />Fontanari Plan calls for repair and improvements of the Martin Crawford Ditch: damaged by <br />subsidence from Snowcap's mines." Please reply as to whether this ditch is presently included in <br />the permit for the Roadside inventory of structures required under Rule 2.05.6(6)(a), and if so, <br />what steps Snowcap should take per Rule 2.05.6(6)(f)(iv)(A). <br />SCC: Portions of the Martin Crawford Ditch are located within the permit boundary. SCC does <br />not know if the repair and improvements noted by Mr. Beckwith are referring to the portions of the <br />Martin Crawford Ditch located within the permit boundary. The inventory of structures beginning <br />on approved permit page 20-1 calls out the ditches that were reestablished in 1992. Steps <br />Snowcap would take per Rule 2.05.6(6)(f)(iv)(A) are discussed on approved permit pages 20-7 <br />and 20-8. <br />4. DRMS: On page 11 of his October 2016 comments, Mr. Beckwith states that "Both Fontanari <br />and Carey hold extraction permits from DRMS and Mesa County ... to extract basaltic minerals <br />from their respective properties. To illustrate the deposits to PsCO, Fontanari dug two test pits, <br />each 25+ feet in depth". We understand that one of these pits is identified in Figure 14-17 as <br />"vertical shaft in Carey Pond". If the other test pit lies within the limits of Figure 14-17, please <br />identify its location on Figure 14-17. <br />
