(MT7) Review Memo <br />I have conducted a review of New Horizon Mine permit for compliance with the rules listed below. For each of my <br />assigned sections a brief discussion is provided no adequacy review items have been noted. Please let me know if <br />you have any questions. <br />Rule: 2.04.5(1)-(3) - General Description of Hydrology and Geology <br />Permit section 2.04.5 provides the overview of the regional hydrology and geology and references Exhibit <br />6, which meets the required of Rule 2.04.5. This includes: a description of the regional geology in <br />reference to the permit area, a map in accordance with 2.10 providing regional hydrological features and <br />drainage areas, and an adequate characterization of surface and groundwater quality and quantity for this <br />section. Map 7 shows the regional hydrology. <br />Rule: 2.04.6(1)-(3) - Geology Description <br />The structural geology has been well defined in Permit section 2.04.6 and Exhibit 6. Map 5 shows the <br />regional geology and Map 6 Shows the geologic cross sections. Exhibit 7 provides overburden and <br />underburden chemistry. Table 5 shows the typical coal chemical compositions <br />Rule: 2.04.7(1)(3)-(5) - Hydrology Description <br />This is a review of the groundwater related sections of the Hydrology Description which include <br />groundwater information, alternative water supply information, and map preparation. <br />The groundwater monitoring on the site was terminated in 2008. <br />Probable hydrologic consequences have been addressed and the Division made a finds that the operations <br />proposed under the operation have been designed to prevent damage to the hydrologic balance outside <br />the permit area. <br />1313 Sherman Street, Room 215, Denver, CO 80203 P 303.866.3567 F 303.832.8106 http://mining.state.co.us <br />John W.
