TECHNICAL REVISION 4 <br /> TASK 1: LOGISTICAL ASSESSMENT AND REMOVAL ACTION PLAN AND <br /> SPECIFICATIONS <br /> To Address Liner System Integrity and Recertification of <br /> the <br /> Hukill Mill Site Environmental Protection Facility <br /> Background <br /> On August 18, 2016, the Colorado Division of Reclamation, Mining and Safety(DRMS) approved <br /> Venture Resources, Inc.'s (VRI) Technical Revision 3, as pertaining to VRI's proposed <br /> "Composite Liner System Corrective Action and Recertification Plan for the Hukill Mill Site" <br /> (hereafter, "the CAP"). <br /> The DRMS approval requires VRI to prepare and submit to DRMS within 120 days of the approval <br /> date (i.e., by December 16, 2016), as a separate Technical Revision, a detailed scope of work <br /> defining the CAP's Task 1: Logistical Assessment and Removal Action Plan and Specifications. <br /> Task 1 was initially outlined in VRI's August 8, 2016 Response to the DRMS Adequacy Review <br /> No. 1 (to Technical Revision 3); accordingly, this Technical Revision 4 submittal provides the <br /> incremental level of detail for Task 1. <br /> To reiterate, the CAP (as approved) is on an overall basis subject to the following sequentially <br /> staged performance criteria and general timelines: <br /> • Task 1: Logistical Assessment and Removal Action Plan and Specifications <br /> (To be completed within 120 days of DRMS approval of the CAP) <br /> • Task 2: Removal of Potential Toxic or Acid-Forming Materials <br /> (To be completed within 90 days of DRMS approval of the Task 1 requirement) <br /> • Task 3: Inspection of Composite Liner System <br /> (To be completed concurrent with or not later than 15 days following Task 2) <br /> • Task 4: Alternatives Evaluation <br /> (To be completed concurrent with or not later than 30 days following Task 3) <br /> • Task 5: Repair/Recertification or Closure Determination <br /> (To be completed concurrent with or not later than 30 days following Task 4) <br /> The following sections provide detailed discussion of the proposed Task 1 through Task 5 <br /> activities, respectively, giving due consideration to the requirements of the Colorado Hard <br /> Rock/Metal Mining Rules, as applicable. <br /> 1 <br />
