site selected for the coal cleaning plant and coal mine waste pile. Permitting of <br />the new area will begin as the coal market improves. The coal cleaning plant will <br />maximize resource recovery from the LMU. <br />The mine has been idle for almost five years. CAM believes the mine could be <br />idle for an additional five years. CAM needs relief from the operation and <br />production requirements of the LMU during this period. MCM will reinitiate <br />operations when the coal market improves and after the coal cleaning plant and <br />unit train loadout are constructed. <br />CAM has an approved mine plan which will maximize economic coal recovery <br />over the entire LMU and has made a substantial investment in the form of mine <br />development, surface facilities, land, permitting and equipment. The suspension <br />of the requirement for continued operation on the LMU is in the interest of CAM, <br />the public and the BLM as follows: <br />• It will conserve a resource that has provided revenue to the United States <br />for many years and preserve access to the resource and other un -leased <br />coal resources adjacent to it. <br />• Failure to suspend operations and production requirements will almost <br />certainly result in the relinquishment of some or all of the leases within the <br />LMU. <br />• If some of the leases are relinquished the mineral resource may be lost <br />forever. <br />• The denial of this application coupled with the reclamation of the mine will <br />deny Mesa and Garfield Counties certain taxes beneficial to school <br />districts and other civic entities. <br />CAM offers to provide any additional information or evaluations necessary for the <br />consideration and approval of this application for suspension of the requirements <br />for continued operation and production on LMU 57198. <br />CAM respectively requests a suspension of operation and production for the <br />conservation of resources under section 39 of the Mineral Leasing Act, effective <br />as of the submission date of this application. <br />Dated November 23, 2015. <br />CAM--Qoolorado LLC <br />C ad Hunt`/ <br />r <br />Vice President <br />r <br />c -� <br />
