reclamation work. An estimated 1 acre of disturbance was not granted Phase I Bond Release. <br />The sediment control structures were the last (and the only remaining) features to be reclaimed at the <br />mine. The features reclaimed were Sediment Pond A, the concrete splitter box and Culvert 5 at the <br />inlet to the pond, and the Small Area Exemption ditches, berms and sump. Reclamation of these <br />features included regrading, spreading of topsoil from the two remaining topsoil stockpiles, and <br />establishment of vegetation cover. They were not removed until revegetation success standards had <br />been met on the contributing reclaimed areas and runoff from the areas had met applicable State and <br />Federal water quality standards. A Phase I Bond Release for the remaining areas and a complete <br />Phase II Bond Release (SL -02) for the site was approved on August 17, 2001. <br />A current estimate of the cost of the remaining reclamation work and overview of current bond <br />coverage is presented at Section A Paragraph 10 of this findings. The most recent estimate was <br />completed on April 8, 2014 (MT -7). <br />Permit Revisions <br />The following revisions were approved following the sixth renewal of this permit (as of the date of this <br />findings). <br />Minor Revision 25 was received on July 5, 2012, deemed complete on July 9, 2012, and approved on <br />July 11, 2012. The revision proposed to obtain approval to modify the permit to identify the location of <br />the reclaimed unapproved sediment collection ditch on a map and describe the disturbance in the textof <br />the permit. <br />Minor revision 26 was received on June 5, 2014, deemed complete on June 16, 2014, and approved <br />on June 24, 2014. The revision proposed to update the identification of interests section of the <br />approved PAP, as well as provide an updated schedule for reclamation of the sediment control <br />structures on site. <br />Minor Revision 27 was received on June 23, 2015, deemed complete on June 24, 2015, and <br />approved on June 24, 2015. The revision incorporated the application rate for the Cropland Seed <br />Mix. <br />Minor Revision 28 was received on July 28, 2015, deemed complete on July 29, 2015, and approved <br />on August 4, 2015. The revision changed the sediment pond reclamation date for the Coal Ridge <br />No. 1 Mine. Reclamation was scheduled for completion by 15 September 2015. Due to the <br />necessity of obtaining an individual discharge permit for the site, that date was no longer attainable. <br />Although reclamation was anticipated to be completed by 30 November 2015, it was prudent to <br />request a reclamation deadline for spring 2016 to avoid delays due to possible fall snowstorms. <br />Technical Revision 19 was received on July 31, 2015, deemed complete on August 7, 2015, and <br />approved on September 17, 2015. The revision provided a sediment control plan for reclaimed <br />areas associated with the reclamation of Sediment Pond A. Per the terms of the associated <br />discharge permit (C00048972) a site specific Sediment Control Plan was submitted to DRMS that <br />was designed to prevent an increase in the average annual sediment yield from pre -mine <br />Coal Ridge Mine <br />Permit Renewal No. 7 4 December 5, 2016 <br />
