can be counted toward the diversity standard. At least three of the species will be cool
season grasses.
No woody stem density success standard applies to the mine site.
XII. Post -mining Land Use
The Division is proposing to perpetuate the previously approved post -mining land use of
rangeland and cropland. Therefore, the Division makes no approvals with regard to an
alternative post -mining land use (4.16.3).
XIII. Protection of Fish, Wildlife and Related Environmental Values
A. The applicant has not proposed the use of persistent pesticides on the site during the
ensuing term of the permit. The Division makes no proposal to approve such usage
[4.18(5)(g)]•
B. Fish and wildlife habitat is not a planned post -mining land use. The applicant has not
selected plant species and distributions to specifically benefit fish and wildlife [4.18(5)(1)].
Improvements to forage and cover for wildlife are incidental benefits.
XIV. Protection of Underground Mining
There are no surface coal mining activities, other than reclamation of disturbed areas, being
conducted within 500 feet of an active or abandoned underground mine. Therefore, the Division
proposes no approvals in this regard [4.19(1) and 4.22.4(1)].
XV. Subsidence Control
Mining at the site has ceased, and no coal was extracted. A subsidence control plan is no longer
required. The Division makes no proposal to approve such a plan [4.20.1(2) and 4.20.3(1)].
XVI. Concurrent Surface and Underground Mining
There is no concurrent surface and underground mining at the site. Therefore, the Division
makes no approvals with regard to such operations (4.22.2 and 4.22.3).
XVII. Operations on Alluvial Valley Floors
Information on alluvial valley floors is contained in Section 5.1 of Volume I and figures
5.1-1, 5.1-2, and 5.2-2 of the PAP.
The applicant identified unconsolidated streamlaid deposits along the Colorado River, Alkali
Creek, and South Canyon Creek. South Canyon Creek was not hydrologically adjacent to
the proposed mine for the approved permit terms; and was, therefore, not considered in this
alluvial valley floor (AVF) determinations. Alkali Creek and the Colorado River are
Coal Ridge Mine
Permit Renewal No. 7 19 December 5, 2016
