No significant problems were seen with embankments or other structures. GCC still
needs to check the elevations of the East Pond (confirm if ground condition matches specification in permit).
Sediment levels appeared to be well below cleanout levels, per elevation specifications in the PAP.

At the King I Mine, the following observations were made regarding the surface water system:
The Clear Water Diversion Ditch (Reach 1) was inspected at the steep portion near the lower end of the Refuse
Pile, and it is stable.
The inlet to Reach 7 appears to be clogged, although snow made this portion of the inspection difficult.
No problems were seen with the inlet to Reach 9 or the outlets for Reaches 2 and 7.

CWD-1 (the West Clearwater Ditch) was inspected along its entirety. In all locations this ditch appears stable.
CWD-2 needs to have trees removed near the bottom, or GCC should prove that this is not necessary (that is, even
with the trees, the ditch capacity is sufficient).

The King II pond contained very little water and was not discharging. Sediment was approximately six feet below
the outlet. No issues were found with the embankment or spillways.

REVEGETATION – Rule 4.15
Vegetative Cover; Timing:
Per Tom Bird, re-seeding has taken place on the topsoil stockpile by the King II pond and on the plant growth
medium piles at King I. It has not yet been done on the lower portion of the Refuse Pile.

SUPPORT FACILITIES - Rule 4.04:
An inspection of the King II facilities revealed no significant problems. The cut slope above the main fan is in
good shape, although additional erosion control (e.g., erosion mats) is recommended. The chemical/fuel storage
shed is clean. The coal pile by Stack Tube #2 was not spilling onto the undisturbed area (a problem in past years).

TOPSOIL – Rule 4.06
Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4:
At King I, beside the Plant Growth Medium Storage Area near the fan bench, a sediment sump or other practice
still needs to be added to keep the majority of the soil on the pile.

No problems were seen with the Topsoil Stockpiles at King II.
