6.4. 5 Exhibit E <br /> Reclamation Plan <br /> The site will be reclaimed to rangeland concurrently with mining in a rolling <br /> progression across a mesa. As topsoil and waste rock/overburden are removed from <br /> a working face, it will be placed on slopes and floors of the previously mined out <br /> areas or stockpiled. Topsoil and waste rock/overburden stockpiles from the first <br /> working face will be stockpiled for use in reclamation of the last working face in each <br /> phase. <br /> Prior to revegetating, slopes will be reconstructed to 3H:1V. The mine floor <br /> and other mining related disturbances will be contoured to blend with surrounding <br /> topography with blades and bull dozers. A minimum of six (6) inches of topsoil will <br /> be placed on affected surfaces with scrapers and loaders. That portion of the north <br /> haul road extending north from Olson Road across the originally cultivated land will <br /> be reclaimed as cropland. Topsoil will be replaced to a depth of 12 inches on this <br /> portion of the haul road. Bulldozers may be used to compact slopes and blend <br /> topography with undisturbed areas. Compacted surfaces in processing areas, under <br /> stockpiles and haul roads will be ripped with a dozer fitted with a claw and/or <br /> roughened with a tractor fitted with a harrowing disk. <br /> Mr. Richard Rhoades of the Pueblo Office of the NRCS prepared a detailed <br /> reclamation plan in 2001. He reviewed the plan on October 27, 2015, confirming it <br /> is still an appropriate reclamation plan. Fremont will prepare the seed bed and <br /> reclaim as described in the NRCS plan included in this exhibit. <br /> Using the seed mix in Table 1, the affected area will be drill seeded. Spacing <br /> will occur at twelve inch intervals to a depth of 1/2 to 1 inch. Native grass hay mulch <br /> will be applied at the rate of 4,000 Ibs/acre and crimped into the ground surface. <br /> The Turkey Creek Conservation District (TCCD), Noxious Weed Control Program <br /> representatives do not recommend fertilizer application because it tends to stimulate <br /> growth of weeds at the expense of native perennials. <br /> Table 1: NRCS Recommended Seed Mix <br /> Species PLS Acre <br /> Blue grama 0.5 <br /> Sideoats grama 4.1 <br /> Switch grass 0.7 <br /> Sand dro seed 0.05 <br /> Little bluestem 1.1 <br /> All mining structures will be reclaimed including the haul roads and <br /> stormwater BMPs. Using a loader, the above grade fill or stormwater structures will <br /> be collected in the loader bucket. The material will be used in slope rebuilding and <br /> contouring. Unless otherwise directed by property owners, all asphalt surfaces, <br /> culverts, drainage structures and other haul road improvements will be removed <br /> from the road using loaders and bull dozers. Mr. Bob Centa requested the pre- <br /> existing farm road in the north haul road not be reclaimed. Mr. Thomas Bregar <br /> requested the improved Bessemer Ditch crossing structure remain after mining is <br /> finished for ranch use.
