<br /> <br /> <br />Notice of Proposed Decision <br /> <br /> <br />The Colorado Division of Reclamation, Mining and Safety has issued a proposed decision to <br />approve Bond Release Application No. 17 (SL-17) for the Trapper Mine, Permit No. C-1981-010. <br />The surface operation is operated by Trapper Mining, Inc. under the provisions of the Colorado <br />Surface Coal Mining Reclamation Act of 1979. The bond release application was submitted by <br />Trapper Mining, Inc. on October 14, 2015. This proposed decision will release the applicant from <br />Phase III liability on 448.4 acres. The specific areas to which this bond release request applies are <br />included within the Permit Boundary and include Range Site A and B rangelands in D, F and Z <br />Pits and Range Site C rangelands in A, D, and H Pits. <br /> <br />The bond release block consists of the following parcels: <br />A-C-04 (3.4 acres), A-C-05 (7.1 acres), D-AB-02 (16 acres), D-AB-03 (70.8 acres), D-B-04 (16.4 <br />acres), D-C-04 (21.8 acres), F-AB-01 (39.6 acres), F-AB-02 (28.5 acres), F-AB-03 (36.3 acres), F- <br />AB-04 (34.8 acres), F-AB-05 (72.4 acres), H-C-03 (20.4 acres), H-C-04 (41 acres), Z-AB-05 (38.7 <br />acres), and Deer Pond (1.2 acres). <br /> <br />These lands were regraded, retopsoiled and reseeded in accordance with Trapper’s approved <br />permit document (C-1981-010). With the approval of the SL-17 application, the Division proposes <br />to release $696,737.41 of financial liability. The affected area is located in Moffat County, <br />approximately 6 miles Southwest of Craig, Colorado. <br /> <br />Copies of the proposed decision are available for review at the Colorado Division of Reclamation, <br />Mining and Safety office, 1313 Sherman Street, Room 215, Denver, Colorado 80203, and on the <br />Division’s website at <br />http://mining.state.co.us/Reports/MiningData/Pages/ImagedDocumentData.aspx. Requests for a hearing must be made in writing within <br />thirty (30) days of the first publication of this notice, and shall state with reasonable specificity the <br />reasons for the request and objections to the proposed decision. <br />
