EXHIBIT M OTHER PERMITS REQUIRED <br /> The following permits or documents are necessary for the full operation of the Trout Valley <br /> Ranch: <br /> 1. Park County Administrative Mining Permit—The proposed use is use-by-right, subject to <br /> a review of limited operational criteria. <br /> 2. CDPHE Discharge Permit-A stormwater/process water discharge permit may be needed <br /> for this operation. <br /> 3. APEN—A fugitive air emissions permit is needed from the Colorado Department of <br /> Public Health and Environment since the site will mine more than 70,000 tons per year. <br /> Air emissions permits will be in place for all portable equipment utilized on site which <br /> requires a permit. <br /> 4. A Spill Prevention Control and Countermeasure(SPCC)plan will be needed at this site to <br /> cover the storage and transport of fuel and other liquids that are regulated by the EPA. <br /> 5.
