Welt <br />Mountain Coal Company, LLC <br />PO Box 591 <br />Somerset, CO 81434 <br />November 21, 2016 <br />Re: West Elk Mine (Permit No. C-1980-007) <br />Technical Revision No. 140, (TR -140) <br />Initial Adequacy Review <br />Dear Ms. Welt, <br />The Colorado Division of Reclamation, Mining and Safety (Division) has completed the review of <br />materials submitted by Mountain Coal Company, LLC (MCC) in support of the TR -140 <br />application. <br />A comment was received by the Division (in response to the standard completeness notification) <br />from the State Historic Preservation Officer (SHPO). The comment letter is attached, as <br />Appendix A. <br />There are two adequacy issues that must be resolved before TR -140 can be approved: <br />1. A cultural resources survey of the areas proposed for disturbance should be completed <br />to the satisfaction of SHPO. It is likely that this will result in updates to the text of <br />section 2.04.4 of the Permit Application Packet (PAP), as well as to Exhibit 10 and the <br />Map 7 series. <br />2.
