2.05.3 <br />The Operator developed main entries (1 West Mains) under Terror Creek during <br />2010 in order to access the coal reserves to the west. On September 20, 2010 the <br />DRMS approved and incidental permit boundary revision through TR -68. This 80 <br />acre permit boundary expansion allowed the Operator to begin developing mains, <br />headgate entries and tailgate entries west of Terror Creek. <br />The coal reserves located west of Terror Creek are referred to as the western <br />mining district. The western mining district will require a new ventilation shaft and <br />three or more gob vent bore holes per panel. Permit Revision No. 12 (PR -12) gave <br />the Operator approval to develop and mine in the western mining district west of <br />Terror Creek. <br />During 2009 the Operator washed coal for West Elk Coal Company, (WECC). <br />WECC hauled raw E -Seam coal to BRL's lower stockpile area. The Operator ran <br />WECC's coal through the preparation plant. WECC delivered 521,625 tons of raw <br />coal to the Operator's lower stockpile area. The Operator washed this coal <br />producing 351,601 tons of clean coal. The waste material generated was hauled <br />back to WECC's disposal area by a WECC contractor. The Operator loaded and <br />shipped 351,601 tons of clean coal for WECC. This process took place from <br />January 14, 2009 through September 13, 2009. <br />Permit revision PR -13 added two lease modifications to the permit to provide for the <br />mining of four longwall panels located west of Terror Creek and north of the PR -12 <br />approved mine plan area. <br />Permit revision PR -14 added a new federal coal lease to the permit. Lease COC - <br />75916 is located north of the PR -13 approved mine plan area and will add an <br />additional eight longwall panels to the mine plan area. New panels in the western <br />mining district are numbered B-10 through B-28. <br />Technical revision #100 changed the mine plan and the sequence for mining panels <br />B-18 through B-28. The revision also removed panels B-22 and B-23 from the mine <br />plan. <br />The Operator purchased about 40,000 tons of coal from Oxbow Mining. Beginning <br />September 2014, the coal will be hauled to the Bowie No. 2 Mine to be processed <br />and sold along with Bowie's produced coal. <br />The following table shows the major equipment to be used in the mine and on the <br />surface. <br />TR -100 2.05-8- 05/15 <br />
