Welt <br />Mountain Coal Company, LLC <br />PO Box 591 <br />Somerset, CO 81434 <br />November 18, 2016 <br />Re: West Elk Mine (Permit No. C-1980-007) <br />Technical Revision No. 139, (TR -139) <br />Second Adequacy Review <br />Dear Ms. Welt, <br />The Colorado Division of Reclamation, Mining and Safety (Division) has completed the review of <br />materials submitted by Mountain Coal Company, LLC (MCC) in response to the initial adequacy <br />review. <br />The proposed revised Exhibit 71 reflects the changes proposed in the technical memo sent with <br />the original application. It includes a written description of the points to be monitored as well as <br />a map showing their location (Plate 1). <br />A proposed revised copy of Map 34, Locations of Hydrologic Monitoring Stations, was also <br />submitted. <br />There are some apparent conflicts between Exhibit 71 and Map 34 which need to be resolved: <br />Surface water <br />Exhibit 71 describes 21 active surface water monitoring sites, but 25 are shown on Map 34. The <br />sites shown on the map that are not described in the exhibit are: <br />• East Fork Upper <br />• East Fork Middle <br />• East Fork Minnesota Creek <br />• South Prong (WCC)/South Prong (ECI) — Exhibit 71 describes a single site called "South <br />Prong Creek" <br />Springs and seeps <br />Exhibit 71 describes 27 active spring/seep monitoring sites, but only 23 are shown on Map 34. <br />The 4 sites that are either not shown as active, or not shown at all, on Map 34 but are described <br />in Exhibit 71 are: <br />• 10-1 <br />o cow <br />1313 Sherman Street, Room 215, Denver, CO 80203 P 303.866.3567 F 303.832.8106 http://mining.state.co.us * �� <br />John W.
