RECLAMATION PLAN
such slopes will be restricted to producing a more even grade. When the mining is completed,
there could be some small valleys and ridges on the slope that need to be evened out some prior
to topsoil placement. In those cases minor amounts of cut and fill will be used on the slope. In
other places where there are larger depressions or perhaps erosion damage that occurred during
mini ackfill will need to be used to correct these small scale defects. The point is,major
backfilli ag
,I such as creating most of the slope out of backfill, will not be done where the primary
s posed of native material.
There are two locations, however, where major amounts of slope reconstruction will be
required through the use of backfill. These include whatever remains on the slopes on the west
side of the land east of Academy. This primarily involves the slope adjacent to the Academy
Boulevard corridor. Part of this slope is already partially backfilled, but more will be needed.
These slopes are not critical support slopes such as those below the Fountain Mutual Ditch
corridor, so creating them in native material to maximize strength and stability is not as
important.
The second area where considerable backfill will be required is just north of the
J Property, basically the east-west aligned slope in the southeastern corner of the South Area.
Once again though, this is not a critical slope that requires high stability and strength.
The backfilling process will be a combination of lifts and end dumping from the top
along with some cut and fill. The basic form of the slope will be created using lifts of fill
material. This will form a more or less horizontally structured core in the slope. But that slope
will be more or less terraced from top to bottom with an average slope (the line from the top to
the bottom connecting the the terrace lips) of about 3. . After creating the layered core, material
will be pushed over the top to produce the final surface which will b6 1 Finally, topsoil will be
spread over the top of the final slope. Using this method, greater stability will be achieved in the
backfilled slope than would be accomplished using only an end dump from the top of the slope
approach. The latter creates slopes that are prone to failure. With this slope being north facing,
moisture retention may sometimes be a problem and with an end dumped structure the slope
would be prone to mass failure along the sloping structure lines between each dumping of fill
material.
Few other slopes around the edge of the remaining pit at the end of mining will require
backfilling to much extent. But if that does become necessary in some places, consideration will
be made of the direction the slope faces, the possibility of moisture retention that would increase
mass, and whether failure of the slope might create a rippling of failures even into slopes created
from native material. If the slope is critical, then the horizontal lift only or the combination of
horizontal lift and end dump top surface layer will be used.
Daniels Sand Pit Amendment (2008) Exhibit E Page 12 of 22
