RO BoX 460 (81503)
3190 H 1!4 Road
Grind )unction. CO 81505
November 16, 2016
Mr. Brock F. Bowles
WAFER
Conservancy District
Environmental Protection Specialist
Colorado Division of Reclamation, Mining and Safety
1313 Sherman Street
Denver, Colorado 80203
RE: Roadside Portals (Permit No. C-1981-041)
Technical Revision No. 69 (TR -69)
Hydrologic Communication Repair Plan
Dear Brock:
Office. (9-0)242--491
r<<r; (970) 2-12-9189
%%AVN uteN\ater.oi;t;
The Ute Water Conservancy District (District) received your letter, dated November 14, 2016
and has reviewed the Snowcap Coal Company, Inc application for Technical Revision
Hydrologic Communication Repair Plan Permit No. C-1981-041(Application) dated
September 27, 2016.
The District has existing water facilities within the permit area as described (T10S, R98W., 61h
P.M.: Sections 26, 27, 28, 34, 35; and T11S, R98W., 6th P.M.: Section 2). Based on our review
of the Application, it is our opinion that the Shaft and NSA Repair Plan shown on Figure 14-
17 of the Application, specifically the Disturbance Boundary, is in close proximity to the
District's 6 -inch PVC domestic waterline that services customers along 170 to the north.
As constructed record drawings of this section of waterline is unavailable. The waterline
should be located and potholed as necessary to fully understand its location relative to the
Disturbance Boundary prior to the proposed associated field activities. Activities that could
affect the continued operation or long term structural integrity of these facilities must be
mitigated to the District's satisfaction. In addition, construction activities including
mobilization/demobilization of equipment to the site should be presented to the District in
an effort to address other potential impacts from surface loads on both buried and above-
ground water facilities.
(JAWATER
