Based on my evaluation, Cedar Creek could have allowed 6.65% cover <br />contributed from annual and biennial species to contribute to meeting the revegetation success. The point <br />is moot given that using cover contributed by perennial species alone, the East Mine's vegetation <br />exceeded the revegetation success standard for cover. <br />Another minor discrepancy is that Erodium cicutarium was not classified as a noxious weed. Based on <br />Delta County's weed management plan, this weed is listed on their noxious weed list and should be <br />treated as such. Cover data contributed by this species was minor and did not impact the applicant from <br />demonstrating meeting the vegetation cover success standard. <br />Other than the minor discrepancies noted above, I would concur that the applicant has demonstrated that <br />the East Mine's vegetation cover exceeds the reclamation success standard for cover. Based on the <br />revegetation evaluation report, there are a number of desirable species established at the site but it should <br />be noted that the species diversity standard was not met. <br />Please let me know if you have questions. <br />
