The Applicant states in the initial dry mining stage, loaders establish a temporary pit floor at least one <br /> foot above the groundwater table. Please commit to staying a minimum of two (2)feet above the <br /> groundwater elevation during the dry mining stage. <br /> With regard to the establishment of a temporary pit floor, the Division does not cite any particular rule or <br /> policy concerning adequacy of the submitted application. For example, in the Applicant's practical <br /> experience, one foot of cover is generally held to be sufficient to prevent the exposure of groundwater in a <br /> manner that could affect hydrologic balance. To the extent required by applicable law or otherwise prudent <br /> to account for variability in groundwater elevation, the Applicant/Operator commits to staying a minimum of <br /> 2 feet above groundwater elevation during the dry mining stage. <br />
