Cotter's response to <br /> Comment No. 4 is contained within Section 7.2 of Appendix E-4. The recommendations <br /> within Section 7.2 state a 10-foot wide terrace would be included in the WRP construction. <br /> Please clarify how many terraces will be constructed on the expanded WRPs. Also, provide <br /> the Division with cross sections showing the terraces on the WRPs or specify where these <br /> documents may be found in the permit file. <br /> Response: As indicated in Attachment D, Engineering Analytics letter and report dated <br /> October 26, 2016, EA recommends using benches in reclamation of the waste rock piles. <br /> The benching is needed to provide access to the reclaimed waste rock piles and will also <br /> be utilized for surface water conveyance structures and erosion control. The benching <br /> follows the roads that are currently at the site as shown in Attachment D. Cross sections <br /> of the benching are show in Attachment D. <br /> Comment No. 19 - The recommendations within Section 7.2 of Appendix E-4 state energy <br /> dissipaters would be constructed at each of the WRPs. Please provide design specifications <br /> certified by a licensed professional engineer for the energy dissipaters to be constructed or <br /> provide a technical justification for not including them on the expanded WRPs. If this <br /> information is already in the permit file, then please specify where these documents may be <br /> found. <br /> Response: Cotter will no longer be using energy dissipaters. See the response to <br /> Comments 1 through 4 from the August 2, 2016 comment letter. <br /> Comment No. 20 - Appendix E-4 from the 1983 Permit Amendment contains a series of five <br /> maps titled 'Waste Pile Reclamation', dated June 30, 1983.The enclosed maps are <br /> photocopies which only show a portion of the maps. The Division could not locate the maps <br /> in the Permit File. Please provide full copies of Waste Pile Reclamation Maps (#1-5) or <br /> specify where these documents may be found in the permit file. <br /> Response: Cotter provided full copies of the requested maps to the Division on <br /> September 14, 2016. <br /> Comment No. 21 —Figures 3-3 and 3-4 depict the areas where alluvial fill will be excavated.
