Comment No. 3 - The Operator has estimated between 32,000 to 54,000 cubic yards <br /> of alluvial fill will be excavated. Please clarify if the Operator intends on backfilling <br /> the same volume of material which will be excavated. <br /> Response: Backfill will only be used to fill areas of deep excavations and to contour the <br /> excavated areas of the valley as necessary. Backfilled areas will be covered with topsoil <br /> and be revegetated. The total backfill volume is expected to be on the low end of the <br /> referenced estimate. <br /> Comment No. 4 - Please specify the timing of the importation of the backfill material. <br /> Will all of the backfill material be imported at once? If so, where will the material be <br /> stockpiled? If the material will be imported in stages, then specify the volume of <br /> material to be imported and provide a schedule for the importation of backfill material. <br /> Response: Backfill will occur at the end of the project after we are confident that no <br /> more excavation is needed. Backfill material will be sourced from the Schwartzwalder <br /> site or imported as required. Backfill material will not be stockpiled; it will be brought to <br /> the excavation area on an"as needed"basis. For any backfill material sourced from the <br /> Site, Cotter will submit an application for a Construction Material Limited Impact(110) <br /> Operations Reclamation Permit in 2017 for approval to excavate this material. <br /> Comment No. 5 - Table 4-1 shows that 4,300 cubic yards of material is required to cap the <br /> Waste Rock Piles (WRPs) and that the material will come from the Schwartzwalder property. <br /> Please specify the location where the topsoil will come from. If the material will be borrowed <br /> from an area outside of the approved permit boundary,then the removal of topsoil will need <br /> to be permitted under a separate Construction Materials Reclamation Permit. Also, clarify if <br /> the 4,300 cubic yards of topsoil is the volume required to cap both of the WRPs. <br /> Response: Cotter expects to use approximately 4,300 cubic yards to cumulatively cover <br /> both WRPs. It will originate from a location on the Schwartzwalder site north of the <br /> approved permit boundary. Cotter will submit an application for a Construction Material <br /> Limited Impact(110) Operations Reclamation Permit in 2017 before sourcing this <br /> material. <br /> Comment No. 6 -Please describe how the Operator will place and compact 4 - 6 inches of <br /> topsoil on the tops and sides of the WRPs. In addition, clarify if the 4,300 cubic yard estimate <br /> of required topsoil accounts for compaction. <br /> Response: The 4,300 cubic yard estimate includes 9 inches of topsoil being be placed as <br /> a cover to each WRP and track walked to lightly compact it to a final thickness of <br /> approximately 6 inches. In addition, to what was presented in TR-23, Cotter will utilize <br /> the following topsoil placement and revegetation procedures. <br /> 2016-11-07 Response to TR23 Adequacy Review 2 <br />
